Grantsmanship has several levels, only one of which is effective writing. You must ensure that your project falls within the scope of the funding organization's mission and is responsive to the application/announcement. All required forms and attachments must be included in the application package. Compliance and regulatory components must be in place. The application must adhere to the formatting rules of the agency and specific funding mechanisms.
