Educational Opportunity Program (EOP)

The Arthur O. Eve Educational Opportunity Program (EOP) provides access to higher education and a means of academic support for eligible students who have not yet reached their academic potential due to educational and economic barriers.

Who Qualifies?

  • New York State residents
  • Students who have received a New York State high school diploma or its equivalent
  • U.S. citizens or permanent residents who are able to provide a copy of the permanent resident card
  • Families/students who meet the 

First-year Applicants

First-year applicants must demonstrate a need for financial support and meet the university’s EOP academic criteria. GED graduates should have a minimum overall score of 2400.

Transfer Applicants

Applicants who were previously enrolled in EOP or a similar program (e.g., HEOP, SEEK, College Discovery) are eligible for transfer admission. In order to receive consideration for transfer admission to the University at Buffalo, students must present a strong record of college study, earning a cumulative grade point average of at least 2.5 on a 4.0 scale. However, requirements may vary depending on academic program. Verification of previous participation in an EOP-type program from each school attended is required. Applicants from a CUNY campus will be considered for EOP if they were eligible for such a program but were not selected through the lottery system.
